The Applicant requests "development of five buildings with 268 multifamily dwelling units and a 5,000-square-foot clubhouse. In the northeast quadrant of the intersection of Ruby Lockhart Boulevard and Saint Joseph’s Drive."

Staff recommends approval with conditions.
